Originally created by voters more than 20 years ago, the Rainy Day Fund was filled to capacity for the first time in history under Gov. Henry. The governor wants to expand the state savings account, from 10 to 15 percent of general revenue receipts, to better prepare Oklahoma for any future economic downturns.
